Since 2011, the Public Prosecutor's Office (OM) and the police, in cooperation with their partners (for example, probation organizations, victum support organizations, the Child Protection Agency) work together in the so called ZSM proces. The purpose of the ZSM is to deal with common crime (crimes committed by adult and juvenile suspects) quickly and appropriately. The essence of the ZSM method is that the partners work parallel instead of sequentially, that there is collaboration on a common work floor, that the work continues outside of office hours, and that the public prosecutor is involved and directs at an early stage. The study aims to provide an outside perspective on the ZSM method used in the Northern Netherlands. The central research question is: In what way can the ZSM process be (re)organized to better realize the objective of handling common cases as quickly, carefully and meaningfully as possible? The research was conducted in two phases. In the first phase, a literature review was conducted and exploratory interviews were held with representatives of each of the chain partners involved in ZSM. In the second phase of the study, we observed the ZSM room at the Rademarkt at different times of the day, on different days of the week (weekends and weekdays).
