    Dealing with migration to and within Europe is still one of the most pressing challenges for the European Union and its member states. In this regard, a veritable outbidding competition has developed in recent years between ever louder and more aggressive calls for "more efficient" migration control, accompanied by a multitude of measures to deter, repel and return migrants. In Germany, as in Europe, migration and security are politically prominently
    discussed in the same breath. However, this development is in tension with fundamental guarantees and principles of the rule of law.

    At the same time, the EU is in a general crisis of the rule of law, which manifests itself in particular, but not only, in countries with particularly repressive migration policies such as Poland and Hungary: Inside the EU, procedural rights of protection seekers are being curtailed, access to effective legal protection is being restricted, borders between member states are being re-established, and courts and civil society actors are being put under pressure. Externally, informal cooperation agreements with third countries are being pushed and readmission agreements with third countries with dubious human rights records are being
    concluded.

    Against this background, the fundamental question of the role of the rule of law in the relationship between state control of migration on the one hand and the rights of migrants, protection seekers and other mobile persons on the other hand arises.

    The network conference aims to examine the effects of migration policy measures on the rule of law in Germany as well as in the EU. In particular, interdisciplinary perspectives from practice and academia will have their say. In this way, common challenges can be identified and counter-strategies formulated.
