Policy is based on general views and principles of man. It is easier to talk about a group - the people in poverty - than to emphasize the uniqueness of people. After all, general policy measures are then also sufficient. Yet one of the interim findings of the research into intergenerational poverty in the Peat colonies is that the poor do not exist. And that general solutions don't work either.
