Abstract
If the Tax administration want to turn the declining tide, they must look in the mirror of the past. It shows how a culture of trust is built with elements such as horizontal consultation, shared responsibility, professional knowledge and autonomy. The service independently implemented the principles of good governance by applying a legal human standard (menselijke maat). However, such a criterion must be formed in joint consultation and with shared responsibility. Furthermore, in order to regain the trust of the outside world, restoring trust within the service is central.
