Abstract

This study has investigated whether there are synergies between regional planning and exergy that can contribute to an energy transition. More specifically, the question is raised: can exergy as a principle lead to new spatial concepts that can support the emergence of integrated energy landscapes on a regional scale. Exergy refers to the quality of energy. Currently, we use high exergetic natural gas for space heating and the heating of tap water in the Netherlands. Nonetheless, it is also possible to use the natural gas, or any other high exergetic form of energy, first for processes that definitely need it. Subsequently, the remaining low exergetic heat can be used for various demands for heating of several spatial functions. This so-called heat cascading principle is an essential part of exergy planning. The possibilities to exchange energy flows on a regional scale are analyzed, and based on the analysis, spatial conditions and consequences are identified. The cases South Limburg and Southeast Drenthe are used to develop energy space visions with associated integral spatial concepts based on the exergy principle. In Parkstad Limburg (a part of South Limburg), this results in the concept of a heat ring, which is a concept that enables the exchange of residual energy flows with help of a robust regional heat network. Simultaneously, the contribution of renewables can grow by using them on a right spot and in an exergetic sound way. Finally, it is concluded that spatial planning can play a significant role in a transition to a sustainable energy system.
