    Abstract

    In recent years, in literature as well as in policy-making, much attention is being given to the quality of legislation.The general feeling is that the quality of legislation is on the decline. As to the origins of this problem and the possiblesolutions, views diverge. One suggested solution is the establishment of evaluation-research specifically aimed at monitoring the performance of laws. In The Netherlands, evaluation of legislation emerged in the eighties, whenboth government and parliament felt that the performance of many newly enacted laws should be scrutinized more closely.
