Abstract
This paper focuses on the use of food by civil society (CS) actors in their attempt to construct a pro-transparency discourse. Based on Wells-Dang’s conceptualisation of “rice-roots democracy”, the analysis aims to illustrate food grievance as a discursive element, connecting the fish death to issue of transparency and allowing CS actors to maintain a façade of apoliticality. This role complements “rice- roots democracy”, in which CS optimises limited political space to voice their critique without risking sanctions from the state.
