Abstract
Expectedly, infrastructure planning processes are most open in their early stages, because decisions are
then still in the making and investments are not yet cast in concrete. However, there is little evidence
for this assumption of openness in the early stages of infrastructure planning. Not much is known about
how open these early stages actually are and how infrastructure planners shape such open early planning processes. Therefore, the aim of this paper is to explore whether, and if so, how infrastructure planners ‘open up’ their planning processes. To that aim, we will investigate the early planning phases of Dutch infrastructure projects that are part of the programming and budgeting system MIRT, which is short for the Multi-Year Plan for Infrastructure, Spatial Planning, and Transport. We explain why the Netherland and the MIRT are good cases to study open strategy and we present an operationalization to measure openness and practices of opening up.
