Binden of overbruggen? Over de relatie tussen kunst, cultuurbeleid en sociale cohesie

    Art and social cohesion are concepts that are often used in one and the same breath, especially within cultural policy in the Netherlands. Cultural activities, and especially amateur art and Community Art, are supposed to bind people. Therefore, for governments this supposed social effect is one of the legitimizations for promoting cultural participation.
    However, there is not enough known about the relation between the specific qualities of art and its possible contribution to social cohesion. This study tries to find an answer to the question of how art participation and social cohesion are related and whether governments – in the framework of this study the government of the Province of Drenthe – have chosen the right instrument for enhancing social cohesion by opting for an art participation policy. Wouldn’t sports for example, be better suited for such policy goals?
    It is argued that art as a form of play has a discerning effect on people's attitudes with regard to unknown others. Empirical data seem to indicate this. The second part is a study of what the effects of art participation on social cohesion have been within the framework of Drenthe’s cultural participation policy in the period 2009-2012. This will show that cultural projects are not necessarily binding elements of themselves. There are indications that, if certain conditions are met, art that challenges perceptions may lead to a bridging attitude, whereas art that confirms perceptions rather seems to strengthen existing relations.
