Samenvatting

As governments increasingly want to foster the production and usage of
hydrogen, it may be helpful and instructive to look at earlier experiences with
government policies aimed at promoting a particular sector. In this policy paper,
the authors analyse experiences with the realisation of fundamental changes
in four sectors: natural gas, agriculture, housing and electricity. From these
experiences they infer a number of lessons which are useful for the development
of the hydrogen sector. In formulating these lessons, the authors depart from the
assumption that the hydrogen industry has to be developed, which means that
they do not go into the efficiency of pursuing such a policy target.
